The art of communication

Now wouldn't you think, if you had a probem, both parties concerned would discuss the issues raised.  Well I have been very fortunate with the contacts I have made with the school, but when you send a letter to the chair of Governors and do not recieve any acknowledgement after 5 weeks............ It that professional ?
